I think this is a native wasp – I enjoy having them in my garden, they are very pretty and so clumsy! I’ve read they can sting, but rarely do. Here is a link to the museum site, there is a photo. Doesn’t look quite the same, but very similar

Thank you Leanne, your description of them being clumsy was spot on ……. very pretty insect if not a little scary looking
